Heard Mr.T.Veera Kumar, learned counsel for the petitioner and Mr.S.Deenadhayalan, learned Standing Counsel for the respondents.

This Writ Petition has been filed for issuance of Writ of Mandamus seeking direction against the second respondent to promote the petitioner to the post of Junior Engineer / Electrical II Grade on considering the seniority and eligibility of the petitioner by considering the petitioner's representation dated 29.02.2024. 3.Mr.T.Veerakumar, learned counsel for the petitioner submitted that the petitioner was appointed as Field Assistant in TANGEDCO, Sivagangai Distribution on 20.09.2003 and later he was promoted as Commercial Inspector on 08.02.2012. After completion of 9 years, he got promotion as Selection Grade Commercial Inspector on 08.02.2021. Subsequently, the petitioner was promoted as Foreman I Grade on 13.04.2022 and now he continues to be working as Foreman Grade-I. In 2/5
the meanwhile, the petitioner had also completed diploma in Electrical and Electronics Engineering at Alagappa Polytechnic College, Karaikudi, after obtaining due permission from the respondents. In view of the above additional qualification, the petitioner is entitled for promotion to the post of Junior Engineer/Electrical Grade-II. The petitioner's grievance is that his juniors have been considered for promotion, but he was not considered for the same, despite he has given various representations. Since the representation of the petitioner has not been considered so far, a direction can be given to the respondents to that effect.
4. In view of the above stated reasons, this Writ Petition is disposed of with a direction to the second respondent to consider the representation of the petitioner dated 29.02.2024 and pass orders on merits and in accordance with law, within a period of four weeks from the date of receipt of a copy of this order.
