Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus calling for the records pertaining to the impugned proceedings in A16/556/2014 dated 30.06.2017 as well as the Tender Notification in Na.Ka.No. 000556/2014/A16 and Na.Ka.No.20353/2012/A16 dated 03.07.2017 as published in "Makkal Kural" Newspaper dated 06.07.2017 in respect of "Thoothukudi Municipal Marriage Hall" at Sivan Temple Street, Thoothukudi issued by the second respondent and quash both the proceedings as illegal and consequently direct the second respondent to renewal the lease to the petitioner for the further period of 3 years on the basis of the petitioner's representation dated 27.06.2017, within the time stipulated by this Court.
