Respondents [R2 is suo motu impleaded as second respondent vide order dated 27.04.2026] Prayer : Writ Petition filed under Article 226 of the Constitution of India, praying to issue a Writ of Certiorarified Mandamus calling for the records relating to the impugned order of the first respondent vide pending check slip dated on 02.03.2026 thereby pending the registration of the document namely, sale deed dated 02.03.2026 bearing pending Document No.P/Srirangam/79/2026 and quash the same as illegal and consequently directing the first respondent to register the document presented by the petitioner for registration within the period that may be stipulated by this Court.

ORDER

The Writ Petition is filed challenging the impugned order dated 02.03.2026, to quash the same, and consequently to direct the first respondent to register the document presented by the petitioner.

2. Upon hearing the learned counsel for the petitioner, it is submitted that the petitioner is the owner of the property comprised in Survey No.239/3, etc. When the sale deed was presented for registration, the same was kept pending by the impugned order.

3. On perusal of the impugned order, it is seen that the property in question was omitted during the exercise of fixation of guideline value.

4. When the matter was taken up for arguments, the learned Government Advocate submitted that the Sub-Registrar has already addressed the District Registrar for fixation of the guideline value, and that upon such fixation, the document would be registered.

5. In view of the above, this Writ Petition is disposed of on the following terms:

(i) The second respondent shall fix the guideline value in respect of the petitioner's property comprised in Survey No.239/3, etc., situated at Ayyampalayam Village, Mannachanallur Taluk, Trichy District, within a period of eight (8) weeks from the date of receipt of a web copy of this order.

(ii) Upon such fixation of guideline value by the second respondent, the first respondent shall proceed to register the document presented by the petitioner, in accordance with law. No costs.
