Prayer : Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents to consider the petitioner's representation dated 18.11.2023 and to recover the Panchami lands for the welfare of the Scheduled Caste people around Theni District.

Heard both sides.

The petitioner seeks recovery of Panchami lands in the district of Theni. It is seen that pursuant to the direction given by the Madras High Court in W.P.No.24818 of 2015 dated 12.08.2015, the Government of Tamil Nadu had issued G.O.Ms.No.357, Revenue Department, dated 08.10.2015. A High Level Committee has also been constituted. It may not be possible for us to issue a general direction without hearing the stakeholders.

We direct the 4th respondent to consider the petitioner's representation dated 18.11.2023 and pass a speaking order as expeditiously as possible. It is for the petitioner to furnish specific details. The petitioner cannot rest content by making a general statement. He must furnish specific details. He must indicate the nature of encroachment. The 4th respondent will consider the inputs furnished by the petitioner. If the 4th respondent is satisfied that there is encroachment of Panchami lands, then it is his duty to cause its removal.
