O R D E R
This petition is filed by the petitioner to direct the respondents to grant permission and adequate police protection to conduct cultural programme of Aadal-Paadal on 04.05.2025 at 7.00 P.M. to 11.00 PM at Sri Muthu Vinayagar, Sri Sakthi Mariamman, Sri Karupasamy combined temple situated at Zameen Karisalkulam Village, Vilathikulam Taluk, Thoothukudi District in pursuant to the Chithirai Kodai Vizha by considering the petitioner's representation dated 21.04.2025.
2. The learned counsel for the petitioner would submit that the petitioner is one of the villagers and the villagers decided to conduct Chithirai Kodai festival from 25.04.2025 to 04.05.2025. Thereby, they decided to conduct Adal Padal programme on 04.05.2025. Hence, they approached the third respondent for grant of permission on 17.04.2025, and the second respondent on 19.04.2025, but the same have not been considered. Therefore, he filed this petition. Further, he under takes that without any law and order issue, the Adal Padal Programme will be Page No. 2 of 6
conducted.

The learned Government Advocate (Crl.Side) for the respondents would submit that they received the representation of the petitioner for conducing Adal Padal programme and the representation was rejected by citing law and order issue. However, the rejection order copy was not served to the petitioner so far.
4. This Court heard both sides and perused the records.
5. According to the petitioner, he sent representations to the respondents 3 and 2 to grant permission for conducting Adal Padal programme on 17.04.2025 and 19.04.2025, respectively, but the respondents rejected the same on the ground of law and order issue, however, no rejection order was served to the petitioner so far. Since the Adal Padal programme is one of the cultural programmes and the petitioner undertakes to conduct the programme without any law and order issue, the respondents cannot deny to grant permission only on the ground of law and order issue. Therefore, this Court directs the third respondent to grant permission by imposing appropriate conditions in Page No. 3 of 6
accordance with law without any delay.
6. The respondents are directed to provide adequate police protection and to monitor the entire event.
7. The petitioner is also directed to ensure the safety of the public and also without any law and order issue and without any obscene acts and also without praising any community people, the Adal Padal programme has to be conducted during the festival.
8. With the above said directions and observations, this Writ Petition is disposed of.
