2. The grievance of the petitioner is that they are orally instructed by the second respondent to adopt certain course of action. It appears that the fourth respondent had made some adverse recommendations and that the second respondent is acting on that basis. All that the petitioner wants is that the second respondent must pass a speaking order.

3. No exception can be taken to this request. In Governmental and official matters, the transactions must be in writing. There is no question of giving informal instructions. Therefore, I direct the second respondent to pass speaking order in this regard. This shall be done immediately and without any delay. This writ petition stands disposed of. No costs.
