ORDER
The petitioner has filed the present Writ Petition for issuance of a Writ of Certiorarified Mandamus, to quash the impugned order passed by the first respondent in C.No.271/PSD-A2/2022, dated 31.05.2024 and consequently, to direct the first respondent to appoint the petitioner to the post of Accountant in Treasuries and Accounts 2/7
Department pursuant to the Notification, dated 23.02.2022 in Notification No.3/2022 for the post of Accountant in Treasuries and Accounts Department.
2.Heard Mr.V.R.Shanmuganathan, learned counsel appearing for the petitioner, Mr.V.Panneer Selvam, learned counsel appearing for the first respondent and Mr.T.Cibi Chakraborthy, learned counsel appearing for the second respondent.
3.Despite the petitioner having been selected for the post of Accountant in Treasuries and Accounts Department, he was not able to enjoy the fruits of his selection, in view of the discrepancy of his name found in the UG Degree Certificate and PSTM Certificate. 4.The learned counsel appearing for the petitioner submits that the petitioner has effected a name change and changed his name from M.Madasamy @ Karthic to M.Karthic. A notification in this regard has also been given in the Tamil Nadu Government Gazette vide Tamil Nadu Gazette No.32, dated 14.08.2013 in S.N.33893. 3/7
5.The learned counsel appearing for the first respondent submits that if the petitioner could successfully change his name in all his certificates in view of the effect of the name change, there cannot be any hesitation for the first respondent to release the appointment order.
6.Originally, the petitioner, who had impleaded the second respondent University alone, had filed an impleading petition to implead the respondents 3 to 5 also, since the name of the petitioner has to be changed right from the School Certificate to the College certificate.
7.The learned counsel appearing for the petitioner submits that the petitioner has given a representation only to the second respondent and not to the respondents 3 to 5. 8.In view of the abovestated facts, the petitioner is at liberty to give a fresh representation to the respondents 2 to 5 for effecting change in his name according to the Gazette notification vide Tamil Nadu Gazette No.32, dated 14.08.2013 in S.N.33893 and on receipt of the same, the respondents 2 to 5 shall consider the same 4/7
and pass necessary orders within a period of two weeks from the date of receipt of a copy of this order and after effecting the name change, the petitioner can give a fresh representation to the first respondent by enclosing the certificates containing the changed name and thereafter, the first respondent shall release the order of appointment. 9.With the above directions, this Writ Petition is disposed of. There shall be no order as to costs. Consequently, connected Miscellaneous Petitions are closed.
