Respondents PRAYER: Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, directing the respondents to consider the petitioner's representation dated 17.07.2017 within stipulated time fixed by this Court and to pass necessary orders to conduct the "15th Thiruvizha for the year 2017 at Sri Vinayagar, Sri Thekkamalai Ayyanar, Sri Makaliamman, Sri Alagumuthumariamman, Sri Madurai Veeran Temples at Thoppanayakkanpatti Village, Musiri Taluk, Trichy District.

*********** [Order of the Court was made by K.K.SASIDHARAN, J.] The petitioner has come up with this Writ Petition with a grievance that Thiru.Muthuveeran locked the temple in question and the key is in his possession. The petitioner, therefore, seeks an order, directing the respondents to interfere in the matter. https://hcservices.ecourts.gov.in/hcservices/

2. The so-called Muthuveeran is not a party in the Writ Petition. It would not be possible to decide this Writ Petition, without the association of the party against whom allegations are made.

3. We, therefore, dismiss the Writ Petition with liberty to the petitioner to file a fresh Writ Petition, after impleading the necessary parties. No costs.
