Prayer: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the first respondent to consider the petitioner's representation dated 25.06.2022 to grant adequate protection to have access to Kuruvikara Street, Keezhapudhur Road, Palakkarai at Trichy Town, to reach the main road, without any caste discrimination. Heard the learned counsels on either side.

2. The private respondents have not entered personal appearance even after service of notice. The petitioner seeks access to the petition mentioned street. The petitioner alleges the caste discrimination. If that be so, it is open to the petitioner to file private complaint. Prima facie, it appears that three is a civil dispute between the petitioner on one hand and the private respondents on the other. The process of Writ Court cannot be utilized for such purposes. 2/4
