Heard the learned counsel appearing for the writ petitioner and the learned Additional Government Pleader appearing for the respondents 1 and 2.

2. Considering the nature of relief to be granted, issuance of notice to the private respondents is dispensed with.

3. The petitioner alleges that the registration of the petition mentioned document is fraudulent. He has moved the first respondent.

4. The first respondent is directed to conclude the enquiry on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order.

5. I make it clear that I have not gone into the merits of the matter. The first respondent shall put all the interested parties on notice before passing final order. It is open to the first respondent to pass order one way or the other.
