Respondents PRAYER : This Writ Petition is filed under Article 226 of Constitution of India for issuance of Writ of Mandamus, to direct the respondents herein to consider and pass orders on the petitioner's representation dated 24.02.2020 seeking to provide promotion by upgradation of post and refixation of pay by redesignating the post of "Instrumentation Engineer" to any equivalent cadre in the field of Mechanical Engineering at least from 27.03.1997 onwards on par with similarly placed other Technicians and Senior Technicians working under the Madurai Kamaraj University.

By consent of both parties, this writ petition is taken up for final disposal at the stage of admission itself. 2.The petitioner filed the present writ petition to issue appropriate direction to the respondents to dispose of the petitioner's representations dated 24.02.2020 within the time frame as fixed by this Court.

3.The learned counsel appearing for the petitioner would submit that the petitioner was working as "Senior Technician (Instrumentation)" in Madurai Kamaraj University for the past 27 years, without any promotion. The petitioner was originally appointed in downgrading post, though he had a qualification of B.E (Mechanical Engineering). Therefore, on 24.02.2020, the petitioner made a detailed representation narrating his grievance for providing promotion. Hence, without any other option, the petitioner approached this Court by way of this petition. 4.On the other hand, the learned Standing Counsel appearing for the respondents would fairly submit that the representation of the petitioner will be disposed of on merits and in accordance with law, within a time frame as fixed by this Court.

5.The petitioner given a representation on 24.02.2020. It is the duty of the respondents to dispose of the same within a reasonable time. But, they have not disposed of the said representation. There is an inordinate delay in decision making process on the part of the respondents. Therefore, this Court is constrained to pass the following order:- "the respondents are directed to dispose of the petitioner's representation dated 24.02.2020 within a period of four weeks from the date of receipt of a copy of this order, on merits and in accordance with law. 6.With the above direction, this Writ Petition is disposed of. No costs.
