************ [Order of the Court was made by K.K.SASIDHARAN, J.] The petitioner filed this writ petition to direct the second respondent to dispose of the proceedings dated 31.03.2017 and to remove the encroachment.

2.The alleged encroacher is not a party to the writ petition. We therefore, do not find any ground made out by the petitioner for issuing a Writ of Mandamus.

3.We therefore, dismiss the writ petition with liberty to file a comprehensive writ petition, after impleading the encroacher as a party. No costs.
