O R D E R

The petitioner has come forward with this Writ Petition for issuance of a Writ of Mandamus seeking a direction to the respondents to constitute Peace Committee Meeting for the purpose

of conducting Vinayagar Chathurthi Festival at Bhirammaiya Ayyanar Parikara Thevathaikal Vinayagar Temple on 27.08.2017 and also to forbear the respondents 1 to 5, from granting permission for Obscene Adal Padal Function and other functions conducted by the sixth respondent, which would incur law and order problem. 2.Heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader appearing for the respondents 1 to 5.

3.The petitioner claims that he is the leader of the village, known as Vannichipatti. It is the case of the petitioner that the villagers fixed a date for Drama in connection with the Vinayagar Chadurthi Festival on 27.08.2017. On further knowing that the whole village has decided to conduct the Drama Programme on 27.08.2017, the sixth respondent has also fixed a programme on the same date, on the occasion of Vinayagar Chadurthi Festival. It is in these circumstances, the petitioner has approached this Court for a direction to the respondents 1 to 5, to constitute a Peace Committee Meeting for the purpose of smooth conduct of the Vinayagar Chadurthi Festival at Sri Bhirammaiya Ayyanar Parikara Thevathaikal Vinayagar Temple on 27.08.2017.

4.Considering the grievance of the petitioner and the paucity of time, this Court is inclined to pass the following directions: "The fourth respondent is directed to convene a Peace Committee Meeting on or before 24.08.2017, in the presence of the petitioner, police officials and all necessary parties, particularly the fifth and sixth respondents herein and take appropriate decision for recommending the fifth respondent to grant permission for the above said programme, subject to reasonable restrictions or conditions".

5.With the above directions, the Writ Petition is disposed of. No costs.
