PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, seeking direction for the following relief sought in the petitioner's representation 1)to constitute a Court monitored Special investigation team of central beuro of investigation for thorough enquiry (& to bring out the looting of above mentioned Government and public fund) for the period 2012-18 and bring the culprits involved in the scam into book, 2/6
2)to order CBI to depend its investigation process to consecutively to Thoothukudi and other districts of entire Tamil Nadu to find out the similar nature 3)to direct respondents 1 to 7 are pass appropriate orders to make sure uploading the all required original documents mentioned in the petitioner's representation through a specially designed exclusive App in order to curb the possibilities of corruption by considering (other prayers also in) the petitioner's representation dated 19.02.2019.

(Order of the Court was made by S.M.SUBRAMANIAM, J.) The general relief sought for in the present Writ Petition cannot be entertained nor such direction can be issued. The petitioner has to submit a specific complaint against the alleged misappropriation of public fund or any illegality or irregularity in the matter of crops insurance. In the absence of any such specific complaint, the Court may not be in a position to conduct roving 3/6
enquiry by entertaining this kind of Writ Petition. Therefore, granting liberty to the petitioner to approach the competent authority by filing specific complaint, this Writ Petition is disposed of. No costs. Consequently, connected miscellaneous petitions are closed.
