2.The Deputy Superintendent of Police, Cheranmahadevi, 3.The Inspector of Police, Cheranmahadevi Police Station, : Respondents Prayer : Writ Petition is filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, to direct the third respondent to grant permission and necessary protection to conduct the programme namely Makudam Aattam and Villu Musical Programme and goddess procession in Arulmighu Muppidathi Amman Temple "Kodai Vizha" Pooja festival will be held on 11.09.2017 and 12.09.2017 in the petitioner's village (Manimutharkulam Village), Ambasamuthiram Taluk, Tirunelveli District on the basis of the petitioner's representation dated 24.08.2017.

(Order of the Court was made by G.R.SWAMINATHAN, J) This Writ Petition has been filed seeking a Writ of Mandamus, to direct the third respondent to grant permission and necessary protection to conduct the programme namely Makudam Aattam and Villu Musical Programme and goddess procession in Arulmighu Muppidathi Amman Temple "Kodai Vizha" Pooja festival will be held
on 11.09.2017 and 12.09.2017 in Manimutharkulam Village, Ambasamuthiram Taluk, Tirunelveli District on the basis of the petitioner's representation dated 24.08.2017. 2.The Writ Petitioner has submitted a representation in this regard on 24.08.2017 to the respondents.
3.Heard the learned counsel appearing for the writ petitioner as well as the learned Additional Government Pleader appearing for the respondents.
4.Considering the submissions made on either side, this Court passes the following order:- ● The third respondent is directed to grant permission to the writ petitioner to conduct "Makudam Aattam and Villu Musical Programme and goddess procession" in connection with ''Arulmighu Muppidathi Amman Temple" at Manimutharkulam Village, Ambasamuthiram Taluk, Tirunelveli District, subject to the following conditions:
● The event shall be conducted in an organised and peaceful manner without causing any law and order problem. ● There shall not be any obscene or vulgar scenes during the dance performance by any one of the participants or others. ● The programme timings shall be between 06.00 p.m. and 11.00 p.m. on 11.09.2017.
● If there is any violation of the above said conditions, the second respondent or the duly authorised officer is entitled to take necessary action as per law and stop such performance.
5. The Writ Petition is disposed of, with the above directions. No costs.
