O R D E R

The petitioner filed this writ petition under Article 226 of the Constitution of India praying to quash the impugned order passed by the second respondent in his proceedings dated 06.05.2025 and to grant permission and necessary protection to conduct the Adal Padal Programme on 11.05.2025 from 06.00 pm to 11.00 pm in connection with Sri Angalaparameshwari Irulappa Samy, Kottaithergu Street, Ettaiyapuram Taluk, Thoothukudi District.

2. Heard on both sides and perused the affidavit filed in support of the petition.

3. Considering the facts and circumstances, this Court is inclined to allow the Writ Petition. Accordingly, this Writ Petition is allowed and the impugned order passed by the second respondent dated 06.05.2025 is quashed and permission to conduct 'Adal Padal' Programme is granted 2/5

subject to conditions stipulated by a Division Bench of this Court in W.P. (MD)No.12586 of 2023 dated 24.05.2023. The petitioner is permitted to conduct Adal Padal Programme on 11.05.2025 in connection with Sri Angalaparameshwari Irulappa Samy, Kottaithergu Street, Ettaiyapuram Taluk, Thoothukudi District subject to the following conditions: (a) Adal Padal Programme shall not extend beyond 11 p.m.; (b) No women or men participating in the cultural program shall be depicted or portrayed in an obscene or undignified manner either in the form of clothing or otherwise; (c) The music that shall be used shall be in harmony with sanctity of Temple precinct and double meaning songs / obscene songs shall not be played; and (d) There shall be no supply of alcohol or any intoxicating material in or around the area where cultural program is scheduled to be held.

4. In case of violation of any conditions, it is open to the authorities to initiate such action as required under law and the persons 3/5
