PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, to direct the respondents to identify a suitable location and construct a permanent Library in Sholavandan Village, Madurai District equipped with basic amenities such as seating, lighting, sanitation and essential physical and digital resources.

[Order of the Court was made by R.SURESH KUMAR, J.] The present petition has been filed with the prayer, seeking Writ of Mandamus to direct the respondents to identify a suitable location and construct a permanent Library in Sholavandan Village, Madurai District, which is already running in a rental building.
2.Heard Mr.R.Alagumani, learned counsel appearing for the petitioner and Mr.P.Thilak Kumar, learned Government Pleader, who has taken notice for the respondents.
3.The learned Government Pleader for the respondents would submit that the library has already been functioning in the rental building and for the functioning of the library, if a permanent building is to be constructed, for which, land has to be provided only by Sholavandan Town Panchayat. However, Sholavandan Town Panchayat is not at all made as a party in this Writ Petition. 4.Anyhow, since the 4th respondent / District Collector is the authority of the district concerned with regard to the supervision and development of the libraries at various places in the district, the representation submitted by the petitioner in this regard dated 07.04.2024 would be considered by the 4th respondent and suitable action would be taken thereon on merits and in accordance with law at an earliest point of time. 5.
Having heard the said submission made by the learned Government Pleader for the respondents, we are inclined to dispose of this Writ Petition with the following order:- "that there shall be a direction to the 4th respondent to consider the representation of the petitioner dated 07.04.
same on merits and in accordance with law within a period of three months from the date of receipt of a copy of this order." No costs.
