ORDER

Heard the learned counsel for the writ petitioner and the learned Additional Government Pleader for the official respondents. Private respondents have been served and their names have been printed in the cause list but they have not chosen to enter appearance to oppose the writ prayer. 2.I am satisfied that the petitioner was not given adequate opportunity and that the materials placed by him were also not considered. In this view of the matter, the impugned proceedings stand set aside. The matter is remitted to the file of the first respondent. The first respondent will issue notice to all the parties concerned and pass an order afresh on merits and in accordance in law. I make it clear that I have not gone into the merits of the matter. 2/4

3.The writ petition is allowed accordingly. No costs. Consequently, connected miscellaneous petition is closed.
