O R D E R

The petitioner has come forward with this Writ Petition for issuance of a Writ of Mandamus seeking a direction to the respondents No.1 to 4 to issue "No Objection Certificate" to the petitioner for conducing Kalvi Parisalippu vizha will be held on 22.10.2017 at Thamukkam Auditorium, Madurai on the basis of the petitioner's representation dated 08.08.2017.

2.The learned counsel for the petitioner submitted that the petitioner has submitted a representation to the respondents on 08.08.2017. In the representation, the petitioner stated that they have organised a function to encourage the backward class people who have completed recently 10th and +2 examinations, by giving them prizes. They have obtained permission from the Commissioner of Madurai Corporation, however, the permission is subject to the No Objection Certificate that is to be obtained from the police department and other departments. It is further submitted that once the police department gives No Objection Certificate, it is automatic that the petitioner will be given No Objection Certificate by other statutory authorities without any difficulty.

3.Last occasion when the matter was listed for hearing, it was pointed out by the learned Special Government Pleader that the No Objection Certificate from the third respondent is delayed only because the petitioner has not submitted his explanation to the queries raised by the third respondent. The learned counsel appearing for the petitioner, on that day, submitted that they are prepared to furnish the information which are required by the third respondent. The petitioner today produced a copy of the statement furnished by the petitioner to the queries raised by the third respondent.

Since the petitioner has given particulars which are required by the third respondent, this Court is inclined to dispose of this Writ Petition with the following directions: The third respondent is directed to pass appropriate orders on the representation dated 08.08.2017 made by the petitioner by giving No Objection Certificate on or before 05.10.2017. The respondents 1, 2 and 4 shall thereupon consider the representation of the petitioner to give No Objection Certificate and pass appropriate orders on or before 10.10.2017.

No costs.
