************ The petitioner has come to this Court seeking a Writ of Declaration, to declare the work orders issued by fifth respondent in favour of the sixth respondent as illegal and consequently direct the fifth respondent to conduct a fresh tender following the regular Bid qualification requirements (BQR).

2.Since, the work orders issued by the fifth respondent in favour of the sixth respondent which are sought to be quashed have not been filed as one of the necessary documents, this Court is not in a position to entertain this Writ Petition. It is not known how the Registry has listed the writ petition without even calling for the said work orders which are to be filed as one of the most important documents.
