: Respondents PRAYER: Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus directing the respondents herein to early dispose of the H.R.C.No.9482 of 2015 filed by the petitioner, dated 24.11.2015 by affording reasonable opportunity to the petitioner as well as the respondents within a stipulated time as that may be fixed by this Court.

ORDER

[Order of the Court was made by R.SUBBIAH, J] This Writ Petition has been filed for issuance of writ of Mandamus directing the respondents herein to dispose of H.R.C.No.9482 of 2015 filed by the petitioner, dated 24.11.2015 by affording reasonable opportunity to the petitioner as well as the respondents within a stipulated time as that may be fixed by this Court.

2.Heard Mr.S.Muthukumar, learned counsel appearing for the petitioner and Mr.C.Arul Vadivel Sekar, learned Counsel appearing for the respondents.

3.The petitioner is running a small Cement Hallow Block Bricks manufacturing Unit for the past 11 years. In pursuance of registering a criminal case in Crime No. 109 of 2014, many proceedings were initiated against the petitioner. Hence, on 24.11.2015, the petitioner approached Human Rights Commission and gave a complaint in H.R.C.No.9482 of 2015. The grievance of the petitioner is that though three years have lapsed, the Human Rights Commission-the respondents herein have not disposed of the petitioner's complaint. Therefore, seeking a direction for an early disposal of the same, the petitioner is before this Court.

4. When the matter was taken up for hearing on 23.11.2018, this Court directed the learned Special Government Pleader to get instruction from the respondents.

5. Today, the learned counsel appearing for the Human Rights Commission submitted before this Court that if a specific time limit is fixed, the respondents would dispose of the complaint of the petitioner within that period.

6. Considering the submissions made on either side, this Court is inclined to issue a direction to the respondents for early disposal. Accordingly, the respondents are directed to dispose of H.R.C.No.9482 of 2015 within a period of three months from the date of receipt of a copy of this order.

7. With the above direction, this Writ Petition is disposed of. No costs.
