O R D E R
[Order of the Court was made by S.M.SUBRAMANIAM, J.] The writ on hand has been instituted to direct the fifth respondent to conduct a detailed enquiry into the entire tender process that was conducted as per the notification issued by the fourth respondent vide Na.Ka.No.P2/813/2025 dated --.04.2025 and award work orders to the successful bidders.
2. The petitioner raises serious allegations regarding financial irregularities while executing works in Ilayankudi Village Panchayat, Sivagangai District. He would mainly contend that several works are awarded to Contractors through public auction and the Block Development Officer has colluded with the private Contracts and the works are executed with substandard materials, which resulted in financial loss to the Panchayat. He would further contend that certain 2/5
conditions stipulated in the tender notification have not been followed by the Block Development Officer.
3. In view of the said serious allegations raised by the petitioner, this Court directs the first respondent viz., the District Collector, Sivagangai District to conduct a detailed enquiry into the matter by following the procedures as contemplated and in the event of identifying any financial irregularities, the first respondent shall initiate all appropriate action against the officials and contractors, who all are responsible. The said exercise is directed to be completed within a period of twelve weeks from the date of receipt of a copy of this order.
4. With the above direction, this Writ Petition stands disposed of. There shall be no order as to costs. Consequently, connected miscellaneous petition is closed.
