Heard the learned counsel on either side.

2.The proposal dated 10.03.2023 regarding granting promotion to the petitioner is presently pending with the second respondent. The second respondent is directed to forward the same to the first respondent within a period of four weeks from the date of receipt of a copy of this order along with his note. The first respondent shall pass final order on merits and in accordance with law within a period of twelve weeks thereafter. I make it clear that I have not gone into the merits of the matter. It is open to the first respondent to pass order in one way or the other. The first respondent shall put all the interested persons on notice before passing the final order.
