Heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader appearing for R1 to R3.

2. The petitioner is aggrieved by execution and registration of the petition mentioned document in favour of the fourth respondent. The petitioner had lodged a complaint before the second respondent. He wants the second respondent to conclude the proceedings.

3. I direct the second respondent to conclude the petition mentioned proceedings on merits and in accordance with law within a period of three months from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. It is open to the second respondent to pass order one way or other. All the contentions of the petitioner are left open.
