This Writ Petition is filed for issuing a Writ of Mandamus directing the respondent to grant permission and accord protection for conducting the Minnoli Kabadi Tournament scheduled on 21.10.2017, 9.00 pm to 22.10.2017 9.00 am held at Thiruvenkatanathapuram (Thirunmananji), Nanguneri Taluk, Thirunelveli District.

2.Heard the learned counsel appearing for the petitioner.

3. The learned Additional Government Pleader appearing for the respondent on instructions submitted that the similar event was conducted in the village during last year and that there was a dispute between two groups belonging to different villagers in the playground. Since the organizers are not controlling the such incidence, the learned Additional Government Pleader submitted that the permission cannot be granted as a matter of the event this year.

4. Considering the nature of objections raised by the learned Additional Government Pleader appearing for the respondent this Court instead of issuing a positive direction, direct the Inspector of Police, Ervadi Police Station, Thirunelveli District to consider the representation of the petitioner and pass appropriate orders on merits on and in accordance with law on or before 31.10.2017. In case the permission is granted to the petitioner the same shall be subject to the conditions or any other specific restrictions to ensure law and order and communal harmony.
