ORDER

The writ petition has been filed in the nature of a mandamus seeking a direction to the first respondent/ District Revenue Officer, Thoothukudi District, Thoothukudi, to examine a representation, given by the petitioner on 29.03.2023.

2. The entire issue relates to the correction in UDR registration. There are rival parties. It would have been appropriate if the rival parties had been impleaded as respondents. However, a direction is given to the first respondent / the District Revenue Officer, Thoothukudi District, Thoothukudi, to issue notice to the petitioner and also to all the rival claimants with respect to the land in Survey No.342/2A1C2 and 342/2A2 nd 342/2D at Paramankurichi village, Tiruchendur Taluk, Thoothukudi District. After all the individuals had entered appearance, then proceed further to examine the representation of the petitioner. If the issue includes an examination of title, then the civil Court is the proper forum to examine the title. Let the first respondent take a decision on merits after ensuring the appearance of all the parties. The entire exercise must be completed within a period of 12 weeks from the date of receipt of a copy of this order.
