Respondents PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a writ of certiorarified mandamus calling for the records pertaining to the impugned rejection order in Grievance Id.Vide TN/REV/MDU/P/PORTAL/27APR23/5357216 dated 28.05.2023, passed by the fourth respondent and quash the same and consequently direct the respondents to rectifying grievance of twice name presently mentioned as Mudalaikulam and Kaspa Mudalaikulam instead given as Mudalaikulam in the all the Government authorized documents including Aadhar Card and Ration Card to petitioner's village.

O R D E R

[Order of the Court was made by R.SUBRAMANIAN, J.] The entire dispute in this writ petition relates to the discrepancies found in various records, namely, revenue records, police records, Aadhar records, records of Civil Supplies Department and Education Department etc., regarding the name of the village called "Mudalaikulam", while in some of the records it is stated as "Kaspa Mudalaikulam", in others it is stated only as "Mudalaikulam".

2. Since the Tahsildar, Usilampatti Taluk and the Block Development Officer, Chellampatti, had driven the petitioner from pillar to post, when he sought for clarification / clarity on the name of the village, both of them were asked to be present in Court today.

3. The necessity to summon them arose because of the following communications:

(i) Communication of the Block Development Officer, dated 20.03.2023, directing the petitioner to approach the Tahsildar.

(ii) Communication of the Tahsildar, dated 28.05.2023, directing the petitioner to approach the Block Development Officer.

4. Mr.A.Suresh, Tahsildar, Usilampatti Taluk and Mr.P.Ramar, Block Development Officer, Chellampatti, are present in person.

5. The Tahsildar and the Block Development Officer would make it clear that there is only one revenue village called "Mudalaikulam" in Usilampatti Taluk. The other names are that of hamlets within the revenue village, which were not reflected in the revenue records. The discrepancies in the documents have occurred because the name of the hamlet is entered in some documents and the name of the revenue village is entered in certain documents.

6. In order to clarify the confusion that has been created, the District Collector, Madurai District, is required to attend to the complaint of the petitioner dated 24.05.2022, addressed to the Tahsildar, Usilampatti Taluk and clarify the issue. The District Collector will, depending upon the practice in the Revenue Department, issue appropriate orders. It is made

clear that no personal hearing will be given to any of the parties, since it is purely a dispute relating to the entries in the revenue records. The District Collector will strictly go by the entries in the revenue records.

7. The writ petition is disposed of with the above directions. No costs.
