Heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader appearing for the first respondent and the learned counsel appearing for the private respondents.

2. The first respondent is directed to conclude the petition mentioned appeal and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order.

3. I make it clear that I have not gone into the merits of the matter. The first respondent shall put all the interested parties on notice before passing final order. It is open to the first respondent to pass order one way or the other.
