3.The case of the petitioner is that he is the President of Q-837, Muhavoor Farmer Service Cooperative Credit Society Ltd., Muhavoor. According to the petitioner, the fourth respondent has conducted auction sale of empty gunny bags at Srivilliputhur Circle, in which one Sadaiyappan participated without having valid licence and thereby purchased the empty gunnies in all the fair price shops within the territorial jurisdiction of the fourth respondent to the tune of more than Rs.1 crore and forcefully recovered the amount from the salesmen of the respective fair price shops.
