Mrs.K.Porkodi, learned Government Pleader, takes notice for the respondents.

2. With the consent of both sides, this writ petition is disposed of at the admission stage.

3. Heard the learned counsel for the petitioner and the learned Government Pleader appearing for the respondents.

4. This matter earlier came up for consideration on 01.06.2026 and the same has been adjourned today to enable the learned Government Pleader to get instructions in the matter. Accordingly, this matter is taken up for consideration today.

5. The petitioner herein, who has been working as Secondary Grade Teacher with Grade Pay of Rs.2,800/-, appears to have agitated for the grade pay of Rs.4,200/- originally through an unregistered 2/6

association and the said association also approached this Court by filing W.P.(MD) No.18556 of 2025, which was dismissed by this Court on the ground of locus standi. Under these circumstances, the petitioner, who is aggrieved by the grade pay fixed, referring to G.O.Ms.No.234, Finance (Pay Cell) dated 01.06.2009 implementing the Tamil Nadu Revised Scale of Pay Rules, 2009 in the State of Tamil Nadu, claims to have submitted a representation dated 18.07.2025 before the Pay Grievance Redressal Committee for resolving the anomalies of pay fixation. Since there was no action on the part of the said Committee, he approached this Court by filing the present writ petition.

6. The learned counsel for the petitioner submitted that the Principle Secretary to Government, Department of School Educaiton, is the head of the said Committee. The second respondent is the Member of the said Committee. The learned counsel for the petitioner further submitted that the request made by the petitioner may be considered by the Pay Grievance Redressal Committee and appropriate orders required to be passed in the matter.

Mrs.K.Porkodi, learned Government Pleader, on instructions, submitted that the representation dated 18.07.2025 submitted by the petitioner can be considered by the Pay Grievance Redressal Committee as the said Committee is still functioning as on date. However, she submitted that no personal hearing can be provided to each individual. In case any of the registered union/association is willing to represent the petitioner, such association/union will be provided an opportunity of hearing before the Committee.

8. This Court has heard both sides and perused the records.

9. It is not disputed that it is impossible for the Committee to hear every individual as there are likely a huge number of individuals having grievances. As contended by the learned Government Pleader, the representation submitted by the petitioner dated 18.07.2025 would be considered by the said Committee to resolve the grievances of the petitioner.

10. In the light of the above, this Writ Petition is disposed of by 4/6

directing the first respondent to take on file the representation dated 18.07.2025 submitted by the petitioner and place it before the Pay Grievances Redressal Committee for enhancement of grade pay from Rs.2,800/- to Rs.4,200/- in the revised pay scale for the post of Secondary Grade Teacher and for pass appropriate orders in accordance with law. No costs.
