O R D E R

The Petitioner has preferred the instant writ petition praying for issuance of a Writ of Mandamus directing the second respondent to pay the bill amount for works executed by the petitioner in the tender notification no Na.Ka.No.725/2015A1, dated 11.12.2015, by considering the representation, dated 21.03.2016. 2.Heard the Learned counsel for the Petitioner and the Learned Additional Government Pleader appearing for the Respondents. 3.By consent, the writ petition is taken up for final disposal.

4.According to the Petitioner, he took part in the tender and became a successful bidder. He was issued with a work order and completed the work as per the guidance and directions issued by the second respondent. The grievance of the petitioner is that

after completing the work bills to the tune of Rs.4,10,000/- for laying of paver block in ward No.14 and bills for Rs.1,40,000/- for laying of paver block in ward No.8 were submitted by the petitioner. The second respondent after receiving the bills had not sanctioned the amount till date. Therefore, the petitioner had made a detail representation, dated 21.03.2016 addressed to the first respondent/District Collector, Sivagangai District (with a copy being marked to the second respondent/Executive Officer, Tirupuvanam Special Grade Town Panchayat, Tirupuvanam, Sivagangai District). The said representation of the petitioner is pending as on date and the same has not met with any positive response from the concerned authorities.

5.At this juncture, the learned Additional Government Pleader appearing for the respondents submits that the second respondent/ Executive Officer, Tirupuvanam Special Grade Town Panchayat, Sivagangai District, would consider the representation of the petitioner, dated 21.03.2016, if a time limit is prescribed by this Court.

6.In view of the limited relief sought for by the petitioner viz., the representation dated 21.03.2016, is to be considered by the first respondent/District Collector, Sivagangai District (with a copy being marked to the second respondent/ Executive Officer, Tirupuvanam Special Grade Town Panchayat, Tirupuvanam, Sivagangai District), this Court at this stage, without delving deep into the merits of the matter and also not expressing any opinion one way or other, simpliciter, directs the second respondent/ Executive Officer, Tirupuvanam Special Grade Town Panchayat, Tirupuvanam, Sivagangai District, to look into the representation of the petitioner, dated 21.03.2016, with all seriousness and to dispose of the same by passing a reasoned speaking order, within a period of four weeks from the date of receipt of a copy of this order.

It is needless for this Court to make a significant mention that the second respondent shall provide adequate opportunity to the petitioner before deciding the representation, dated 21.03.2016. In case, the second respondent requires any documents/details from the petitioner, the petitioner is directed to supply/provide the same without any haziness or hesitation to the second respondent, so as to enable him to pass necessary orders in the subject matter in issue, within the time adumbrated by this Court. 7.With the above observations and directions, the writ petition is disposed of. No costs.
