Heard both sides.

2. By consent, the main Writ Petition itself is taken up for final disposal.

3. The grievance of the petitioner is that the petitioner addressed a detailed representation dated 22.04.2016 to the Zonal Deputy Tahsildar, Tuticorin seeking change of patta in his name (after removing the name of his uncle one Rengasamy Naicker). For the said representation, the District Collector, Tuticorin had addressed a communication to the first respondent/Sub Collector, Tuticorin stating that for sending report on the complaint petitions, the complaint petitions together with enclosures are sent and further, the petitioner may be informed about the action taken.

In view of the fact that the petitioner's

representation dated 22.04.2016 is pending without any progress till date, at this stage, this Court, without traversing upon the merits and contents of the representation of the petitioner dated 22.04.2016, on the basis of equity, fair play, good conscience, directs the second respondent to look into the representation of the petitioner dated 22.04.2016 with all earnestness and seriousness and to dispose of the same by passing a reasoned, speaking order in a qualitative and quantitative fashion within a period of four weeks from the date of receipt of a copy of this order (ofcourse after providing necessary opportunity to the petitioner and others concerned by following the principles of natural justice in true letter and spirit).

It is open to the petitioner to submit necessary copies of documents/records before the second respondent/Zonal Deputy Tahsildar, Tuticorin, who on receipt of the same, shall take into account of the same at the time of disposal of the representation of the petitioner. The petitioner is directed to render his unstinted co-operation and assistance to the second respondent in disposing of the representation within the time determined by this Court as stated supra.

5. With the aforesaid observation and direction, the Writ Petition stands dispose of. No costs.
