Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus directing the Second Respondent to consider the representation of the Petitioner, dated 27.05.2016 and to give house tax receipt for the Petitioner's house.

Heard both sides.

2.By consent of both sides, the main Writ Petition itself is taken up for final disposal.

3.According to the Petitioner, he is the owner of the land in S.No.199, Vilar Village, measuring an extent of one acre. As a matter of fact, the said land belongs to his grand-mother and his grand-mother got the said land by means of registered sale deed in the year 1957. Later, his grand-mother gave the said land by means of settlement to his Mother, Elder Sister and to his Brother.

4.Apart from that, during the year 1997, the Petitioner purchased 90 cents from his brother Raju and 10 cents from his mother's sister Shengabavalli by means of registered sale deed. From the date of purchase, he is in possession and enjoyment of the property.

5.The grievance of the Petitioner is that he had put up a tiled house, six months before, in the aforesaid land and applied for electricity connection. Since the electricity authority asked for house-tax receipt. He approached the Second Respondent/Panchayat President, Vilar, Vilar Union Office, Thanjavur District, for issuance of house-tax receipt. But the same was not given to him.

6.In view of the fact that the Petitioner's representation, dated 27.5.2016 addressed to the second respondent(by name) is pending for consideration and the same is not yet disposed of. This Court, at this stage, simpliciter, without traversing upon the merits and contents of the representation of the Petitioner, dated 27.5.2016, directs the Second Respondent/The Panchayat President, Vilar, Vilar Union Office, Thanjavur District to look into the representation of the Petitioner, dated 27.5.2016 and to dispose of the same by passing a reasoned speaking order on merits (of course after providing necessary opportunity to the Petitioner and others concerned, if any, by adhering to the principles of natural justice in true letter and spirit) within a period of six weeks from the date of receipt of a copy of this order.

The Petitioner is directed to lend his assistance and co-operation to the Second Respondent so as to enable him to dispose of his representation, dated 27.5.2016. It is abundantly made clear that if the Second Respondent/The Panchayat President, Vilar, Vilar Union Office, Thanjavur District is in need of any relevant/necessary documents from the custody of the Petitioner, then it is open to the Second Respondent to obtain the same from the Petitioner and in this regard, the Petitioner has to comply with the requirements of the Second Respondent without any hesitation whatsoever.

7.With the aforesaid observations and directions, the Writ Petition stands disposed of. No costs.
