Writ Petition is filed under Article 226 of the Constitution of India, praying this Court To issue a Writ of Certiorarified Mandamus calling for the records of the second respondent in their order dated 29.12.2016 in file No.Na.Ka.No.E5/64005/2012 and quash the same as arbitrary, discriminatory, unreasonable and direct the respondents to give full reimbursement of Rs.11,89,409/- with 15% interest for the delay and appropriate damages for causing mental agony and financial difficulty to the petitioner.
