Respondents PRAYER:- Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents to give permission based on the petition dated 06.08.2018 given by the petitioner, to conduct cultural programs namely Music Performance on 09.09.2018 and 10.09.2018 and Karagatam on 11.09.2188 at Mariyamman Kovil Street Ward No.4, Thuvakudi, Trichy District during the annual festival of Sri Muthumariyamman Temple, with conditions as may be imposed by this Court.

ORDER
This petition has been filed for a direction to the respondents to grant permission and protection to the petitioner to conduct the cultural programs.
2.When the matter was taken up for hearing before this Court during previous occasion, the following order was passed: "The learned Government Advocate would submit that the police have registered a case with a compliant received by the police and the same has been forwarded to the Tahsildar, Tiruverumbur Taluk, to conduct the peace committee meeting. The Tahsildar, Tiruverumbur Taluk, is directed to conduct the peace committee meeting on 04.09.2018 between the parties and see if the programme, which is slated to be held on ninth and tenth of September 2018 could be conducted in the peaceful manner. https://hcservices.ecourts.gov.in/hcservices/ 2.Post the case on 05.09.2018 under the same caption"
3.After the peace committee meeting, the parties have compromised and they agreed to jointly conduct the programme on 09.09.2018 and on 10.09.2018. The agreement reached between the parties on 31.08.2018 before the Tahsildar, Tiruverumbur, is also placed before this Court.
4.In view of the above said development, there shall be a direction to the second respondent to grant permission to the petitioner to conduct the cultural programs namely, music performance on 09.09.2018 and 10.09.2018 and Karagatam on 11.09.2018 at Mariyamman Kovil Street Ward No.4, Thuvakudi, Trichy District during the annual festival of Sri Muthumariyamman Temple, in accordance with the agreement reached between the parties before the Tahsildar on 31.08.2018.
5.The second respondent is at liberty to impose any condition for conducting the programme in order to ensure that the programme is conducted peacefully without giving rise to any law and order problem.
6.The petitioner is bound to comply with all the conditions imposed by the second respondent.
7.This writ petition is disposed of with the above direction. No costs.
