Respondents PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the first respondent to dispose his appeal dated 23.04.2016, to set aside the order of the second respondent made in Na.Ka.A7/13008/2015, dated 12.04.2016 and issue Community Certificate to the petitioner's son, namely, M.Gnanasekar as Hindu 'Kadaiyan' as per Entry No.26 of Schedule Caste list within the time limit that may be stipulated by this Court in the circumstances of the case.

ORDER
(Order of the Court was made by NOOTY.RAMAMOHANA RAO,J.) The petitioner has claimed a Community Certificate, but however, that was rejected by the Tahsildar, Alangulam Taluk, Tirunelveli District, by his order dated 12.04.2016. It appears that an appeal has been preferred there against to the Revenue Divisional Officer, Tenkasi, Tirunelveli District, on 23.04.2016. Complaining that the said appeal has not been taken up so far, the present writ petition is filed.

2. In normal circumstances, we would not entertain this writ petition, which is moved in such a quick time after 23.04.2016, but
for the fact that the petitioner is a student and therefore, grant or refusal to grant the Community Certificate will have some bearing upon his academic career. Therefore, keeping that alone in mind, we direct the first respondent - Revenue Divisional Officer, Tenkasi, Tirunelveli District, to deal with the appeal of the writ petitioner on merits and strictly in accordance with law and pass appropriate orders by assigning reasons for his conclusion, as early as possible, preferrable within a maximum period of two months from the date of receipt of a copy of this order.
3. Accordingly, this writ petition stands disposed of as above, after hearing the learned Special Government Pleader appearing for the respondents.
