Heard both sides.

2. The petitioner seeks cancellation of patta standing in the name of the fourth respondent. It is only the Revenue Divisional Officer, Trichy who can go into the issue. The petitioner has given representation only to the Hon'ble Chief Minister's Special Cell. A writ of mandamus cannot be issued based on the strength of such representations. The petitioner will have to address the competent authority.

3. I therefore permit the petitioner to submit an appropriate representation before the second respondent. The second respondent on receipt thereof shall dispose of the same on merits and in accordance with law within a period of twelve weeks, thereafter. The second respondent will put the fourth respondent and other interested persons on notice before passing final order. I make it clear that I have not gone into the merits of the matter.
