3. This writ petition has been filed seeking a writ of mandamus, directing the 3rd respondent to issue "Tools & Plants Certificate" to the petitioner, so as to enable him to participate in the e-tender to be held on 24.11.2017 in respect of Bogalur and Nainnar Koil Blocks.

4. When the matter is taken up for hearing today, it is represented by the learned Counsel on either side that subsequent to the filing of this writ petition, the certificate, as required by the petitioner, came to be issued by the authorities and hence, nothing survives for further adjudication.
