Heard the learned counsel on either side.

2. The petitioner challenges the impugned order dated 18.02.2016 on the grounds mentioned in the affidavit filed in support of the writ petition.

3. As rightly pointed out by the learned Standing counsel appearing for the respondent Corporation, the writ petition is hopelessly barred by laches. The impugned order was passed as early as on 18.02.2016. We are now in June 2023. There is a lapse of 7 years and 4 months. The petitioner has not given any reason in the affidavit filed in support of the writ petition. The impugned order reads that the petitioner has been unauthorisedly absent since 15.05.2014 and the notice sent to the petitioner had been returned with an endorsement " return to sender". In these circumstances, the authority was left with no other option but to pass the impugned order.

4. Considering the conduct of the petitioner, particularly, the enormous delay in mounting challenge, I am not in a position to interfere. This writ petition stands dismissed. No costs. Consequently, connected miscellaneous petition is closed.
