ORDER

This Writ Petition is disposed of at the admission stage after dispensing with notice to the private respondent No.4, as no adverse orders are passed or proposed to be passed against him at this stage.

2. The petitioner appears to be a former President of the Gandarvakkottai Village Panchayat in Pudukottai District.

3. It is the specific case of the petitioner that the Government of Tamil Nadu has implemented a scheme called "Anaithu Grama Anna Marumalarchi Thittam - II (AGAMT-II)" for the year 2025-2026, aimed at the rehabilitation of existing Government-implemented infrastructure projects in villages.

4. According to the petitioner, the third respondent has awarded contracts to the fourth respondent in violation of the guidelines issued under the said scheme. It is further alleged that the work executed by the fourth respondent is

substandard and has not achieved its intended objectives, thereby resulting in wastage of Government funds allocated for the scheme. In this regard, the petitioner has submitted a representation dated 05.05.2025 to the respondents 1 to

3. However, no response has been received, prompting the petitioner to approach this Court through the present Writ Petition.

The Writ Petition is opposed by the learned Special Government Pleader for the official respondents, who submits that the contract was awarded to the fourth respondent in strict compliance with the guidelines of the scheme. It is further submitted that the fourth respondent has not been blacklisted and hence, awarding of the contract cannot be questioned. It is also contended that the petitioner appears to be a disgruntled individual pursuing a proxy grievance against the fourth respondent and has unnecessarily implicated the official respondents in this Writ Petition.

6. I have considered the submissions made by the learned counsel for the petitioner and the learned Special Government Pleader for the official respondents.

7. The allegations raised by the petitioner regarding the irregularity in awarding the contract under the AGAMT-II Scheme warrant administrative scrutiny. Therefore, this Court sees no impediment in directing the official respondents 1 and 2 to examine the petitioner's representation dated 05.05.2025, pass appropriate orders and take such action as may be deemed fit, in accordance with law.

8. It is made clear that, in the event any action that is proposed to be taken against the private respondent No.4, due notice shall be issued to him and principles of natural justice shall be followed.

9. With the above observation, this Writ Petition stands disposed of. No costs.
