Sivagangai District in the villages list of Sivagangai District to conduct Vadamadu Majuvirattu / Jallikattu and issue a fresh G.O., in continuation of the 1st respondent's G.O.Ms.No.8, dated 21.01.2017 by including their aforesaid village name and consequently, to direct the respondents to permit their village people to conduct Vadamadu Manjuvirattu / Jallikattu in every year of August month in connection with their village temple festival. [Order of the Court was made by R.SURESH KUMAR, J.] The prayer sought for in this Writ Petition is to direct the respondents 1 and 2, particularly, the 1st respondent to include the name of the petitioner's village ie., Mudikkarai Kallathi, Sivagangai District in the villages list of Sivagangai District to conduct Vadamadu Majuvirattu / Jallikattu and issue a fresh G.O., in continuation of the 1st respondent's G.O.Ms.No.8, dated 21.01.2017 by including the name of the aforesaid village and consequently, to direct the respondents to permit their village people to conduct Vadamadu Manjuvirattu / Jallikattu in every year of August month in connection with their village temple festival.
2.In this context, the petitioner had given representations dated 06.06.2024 and 19.06.2024 and the learned counsel for the petitioner has also stated that already date has been fixed for conducting temple festival in Arulmigu Sri Karirudaiya Ayyanar Kovil and Muneeswarar Kovil on 06.08.2024. Therefore, on the second day of the temple festival ie., on 07.08.2024, they want to conduct this Vadamadu Manjuvirattu / Jallikattu. Therefore, before which, if a decision is taken by the authorities, especially, the 2nd respondent on the plea raised by the petitioner through the representations dated 06.06.2024 and 19.06.2024, it would be helpful to the village people to perform the said function of Vadamadu Manjuvirattu / Jallikattu.
Therefore, the learned counsel for the petitioner seeks indulgence of this Court to issue a direction by way of Mandamus. 3.Heard the learned Government Pleader appearing for the respondents 1 and 2, who would submit that the representations given by the petitioner dated 06.06.2024 and 19.06.2024 would be considered and decided on merits by the 2nd respondent / District Collector, who is the authority to consider such representation.
4.The said submission made by the learned Government Pleader for the respondents 1 and 2 is taken on record.
5.In view of the same, this Court is inclined to pass the following order:- "that there shall be a direction to the 2nd respondent to consider the representations of the petitioner dated 06.06.2024 and 19.06.2024 and decide the same on merits and in accordance with law on or before 31.07.2024 and communicate the decision to the petitioner." 6.With this direction, this Writ Petition is disposed of. No costs. Consequently, connected miscellaneous petition is closed.
