ORDER

This writ petition is filed for following relief:- To issue a Writ of Mandamus to direct the 2nd respondent to consider all the E-Tender Bid applications applied for the contract works of repairs to the library building at Vellapottal Village and Panchayat of Watrap Block under Panchayat Union General Fund for the year 2025-26 and construction of a waiting shed (for North Street) at Kadaneri Village and Panchayat of Watrap Block under Iyotheethas Pandithar Habitation Development Scheme for the year 2025-26 in response to the 2nd respondent's E-Tender notification reference Nos. Na.Ka.A2/102/2025, and Na.Ka.B5/885/2025 respectively, dated 26.05.2025.

2. It is the case of the petitioner that though he made an application in response to the E-Tender notification issued by the second respondent dated 26.05.2025, the respondents have not responded to his application filed on 02.06.2025.

3. The learned Additional Government Pleader appearing for the second respondent, on the other hand, produced a copy of the communication, which was uploaded in the web portal, wherein the petitioner's application has been rejected/returned for the following reasons:

"All the pages of solvency certificate to be uploaded. As the solvency certificate does not have the survey number, details, the Village Administrative Officer's certificate has to be submitted for the confirmation of the property mentioned in Solvency Certificate with survey number, revenue village, type of property and ownership of the property. Also EC for last 30 years has to be submitted for the survey numbers mentioned in the VAO Certificate."
