Heard the learned counsel for the petitioner and the learned special Government Pleader for respondents 1 to 3.

The second respondent is directed to enquire into the petition mentioned appeal and pass final orders on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The second respondent will put respondents 4 to 6 on notice before passing final order. It is for the second respondent to pass order
one way or the other. I make it clear that I have not gone into the merits of the matter.
