O R D E R

The petitioner is before this Court seeking issuance of a Writ of Mandamus directing the fourth respondent to forward the pending collective inspection report to the second respondent in connection with the petitioner's application for grant of licence in Form LE-5 under Rules 102 and 103 of the Explosives Rules, 2008 for establishing and operating proposed fireworks retail shops.

2.It is the case of the petitioner that she submitted an application on 16.07.2025 before the second respondent seeking grant of licence to operate retail outlets for the sale of fireworks and firecrackers. Upon receipt of the application, the second respondent called upon the fourth respondent to conduct an inspection and submit a report. 3.According to the petitioner, the fourth respondent has already conducted the requisite inspection and prepared the collective inspection report. However, the said report has not yet been forwarded to the second respondent, thereby delaying consideration of the petitioner's 2/5

application.

4.The learned Government Advocate appearing for the respondents, on instructions, submitted that the collective inspection report would be forwarded by the fourth respondent to the second respondent within such time as may be stipulated by this Court. The said submission is placed on record.

5.Accordingly, this writ petition stands disposed of with a direction to the fourth respondent to forward the collective inspection report to the second respondent within a period of three (3) weeks from the date of receipt of a copy of this order.

6.Upon receipt of the report, it is open to the second respondent to consider the petitioner's application and pass appropriate orders in accordance with law.

7.There shall be no order as to costs.
