Heard the learned counsel for the petitioner and the learned Additional Government Pleader for respondents 1 and 2. Notice sent to the third respondent has been returned with an endorsement 'died'. If that be so, the petitioner may have to implead the LRs of the third respondent in the pending application. After the LRs of the third respondent are brought on record, the first respondent shall dispose of the petition mentioned application on merits and in accordance with law within a period of twelve weeks thereafter. It is for the first respondent to pass order one way or the other. I make it clear that I have not gone into the merits of the matter.
