Heard the learned counsel for the petitioner, the learned Government Advocate for respondents 1 to 3 and the learned counsel for respondents 4 and 5.

2. The second respondent is directed to enquire into the petition mentioned representation and pass final orders on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The second respondent will put the third and fourth respondents on notice before passing final order. It is for the

second respondent to pass order one way or the other. I make it clear that I have not gone into the merits of the matter.
