Petition filed under Article 226 of the Constitution of India, praying for the issuance of a writ of Mandamus, to direct the respondent to consider the "request transfer" application dated 04.07.2016 and the reminder petition dated 12.07.2016 as per the guidelines formulated by the Board in Memo No.69140/1R1(3)/961(Adm. Bp.) dated 11.06.1996 within a time frame as stipulated by this Court and grant the vacancy post of Accounts Officer in the General Construction Circle that arises on 31.07.2016. O R D E R

Miss.S.V.Shanthi, who is presently working as Accounts Officer in TANGEDCO, before completing two years of service in the present place, finding that one vacancy is going to arise on 31.07.2016 on the superannuation of one Mr.T.Emily Nesamani, Accounts Officer in General Construction Circle, Madurai, has given a "request transfer" application to the respondent through proper channel and the same has also been received by the respondent. As no orders were passed on her application, she has filed this writ petition to direct the respondent to consider the "request transfer" application, dated 04.07.2016, and the reminder petition, dated 12.07.2016, as per the guidelines formulated by the Board in Memo No.69140/1R1(3)/96-1(Adm. Bp.), dated 11.06.1996, within a time frame.

2. Mr.S.Dayalan, learned Standing Counsel for TNEB takes notice for the respondent.

3. This Court is not inclined to entertain the prayer made by the petitioner. Firstly, the petitioner has not even completed three years in the present place, hence, she is not entitled to ask for transfer. Secondly, the petitioner, who is now working in Electricity Distribution Circle/Metro/ Madurai, seeks transfer to General Construction Circle/Madurai, within the same Madurai Region, which she cannot ask for. Hence, this writ petition is dismissed. No Costs.
