Prayer: Writ Petition - filed under Article 226 of Constitution of India, to issue a writ of Mandamus, directing the 1st respondent to consider and pass orders on the petitioner's appeal dated 10.04.2019 to change of patta in the name of the petitioner regarding the land in Survey Nos.364/2A (Extent of 1.48 Acres), 364/2C (Extent of 77 cents) of Ayan Thenkarai village group, Vadipatti Taluk, Madurai District.

ORDER
The prayer in this writ petition is for a Writ of Mandamus, directing the 1st respondent to consider and pass orders on the petitioner's appeal dated 10.04.2019 to change of patta in the name of the petitioner regarding the land in Survey Nos.364/2A (Extent of 1.48 Acres), 364/2C (Extent of 77 cents) of Ayan Thenkarai village group, Vadipatti Taluk, Madurai District.
2.Heard Mr.V.Kannan, learned counsel appearing for the petitioner and Mr.B.Bhagawathi, learned Government Advocate appearing for the respondents 1 to 3. Since no adverse order is going to be passed against the respondents 4 to 11, notices to them are dispensed with.
3.With the consent of both sides, this writ petition is disposed of at the admission stage itself.
4.The petitioner filed an appeal in respect of his land for change of patta in their name for the land in Survey Nos.364/2A (Extent of 1.48 Acres), 364/2C (Extent of 77 cents) of Ayan Thenkarai village group, Vadipatti Taluk, Madurai District to the 1st respondent as directed by the 3rd respondent in an earlier order and the said appeal was filed on 07.05.2019 and it is pending before the 1st respondent. Therefore, the learned counsel appearing for the petitioner would submit that, if the said appeal is directed to be decided by the 1st respondent within a time frame, on merits, the petitioner would be satisfied.
5.I have heard the learned Government Advocate appearing for the respondents 1 to 3, who would submit that, the appeal pending before the 1st respondent would be decided on merits, within a time frame.
6.In view of the said submissions made by both sides, this Court is inclined to dispose of this writ petition, with the following direction:
"The 1st respondent is hereby directed to decide the appeal filed by the petitioner dated 07.05.2019, after
giving opportunity of being heard to both the petitioner as well as the respondents 4 to 11, by giving them separate notices and ensure that notices are served on them and the orders shall be passed on merits, within a period of twelve weeks from the date of receipt of a copy of this order."
7.With this direction, this writ petition is disposed of. No costs.
