3.The respondent is directed to dispose of the petition mentioned appeal on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The respondent will put the interested persons on notice before passing the final order. I make it clear that I have not gone into the merits of the matter. It is open to the respondent to pass order one way or other.
