October, 9 of every year, [birthday of freedom fighter Thiyagi Immanuvel Sekaranar] as Government festival on the basis of the representation dated 14.11.2016 by way of issuing a Writ of Mandamus.

2.It is seen from the records that the petitioner has given a representation dated 14.11.2016, but the same has not been considered. Under the said circumstances, this Court is inclined to pass the following order.

3.In fine, this Writ Petition is allowed in part without cost. The respondents 2 and 3 are directed to look into the representation dated 14.11.2016 and pass appropriate orders within a period of one month.
